Losing power 500 metres out meant the vessel was out of control since steering is conducted electronically, like fly-by-wire in aircraft. To have this as a plan to take out the bridge is far-fetched since you would be relying on a complex calculation of river currents, wind, vessel momentum to hit the bridge at exactly the right point. If that was your intent you would leave the steering intact and guide the ship to the right point, covering up the steering commands in some way. Accidents DO happen, some of them involving incidents that are extremely unlucky, like a tree just happening to be in the path. I think we will find this is one of those.

This ship was built in 2015 to the latest standards and was fully equipped with the current 'black box' technology that records dozens of parameters in realtime (status of every critical door, radar displays, all radio traffic, all sound on the bridge, state of engines, generators, rudder inputs, thruster status, GPS data, AIS data etc etc... extremely comprehensive). It was broadcasting very accurate AIS location information through the entire episode, showing a deviation to starboard 500 metres before the collision, consistent with rudder input being lost and the vessel being pushed by current/wind off course. All this data will be available to NTSB.

In this video it is clear that the ship lost power at least twice and that after the first time she start3d puffing smoke from her stack. It is clear the vessel suffered a loss of power casualty thereby losing steerage. That said, it is being reported that the company is DEI captured. If this is the case, then the possibility of under qualified watch standers causing this accident is a possibility and one that requires investigation.
Unless that publication provides specific evidence on this one event, then it is not proof it was anything other than an accident. The ship had some sort of engineering casualty. That could have been due to sabotage or under qualified crew or members there of, but if so, then they got lucky it hit the bridge the way it did.
